Hiring an FSO consultant

What does an FSO consultant do?

An FSO consultant helps a cleared contractor, or a company working toward its first facility clearance (FCL), run its security program: preparing for the FCL, writing procedures under 32 CFR Part 117 (the NISPOM), running self-inspections, preparing for DCSA security reviews, standing up the insider threat program and training employees.

Can a consultant be our FSO?

Only as your employee. Your company must appoint a U.S. citizen employee as its FSO (32 CFR 117.9(d)(1)(iii)), and that person must complete FSO training within six months of appointment (32 CFR 117.12(d)). A consultant under contract can do much of the work, but the appointment, and the responsibility, stay with your employee.

Can a consultant get us a facility clearance?

No. A company cannot apply for its own FCL: a government contracting activity or a cleared contractor sponsors it when your company needs access to classified information to take part in a contract or solicitation (32 CFR 117.9(a)(10)), and DCSA decides. Be wary of anyone who offers sponsorship or promises a clearance. Listings here may not make either claim.

What should we ask before hiring?

  • Have you worked with companies like ours, with DCSA as the cognizant security agency? A first FCL is different work from keeping an established program.
  • Who will do the work, and how do we reach them between visits?
  • Which certifications do you hold? Credentials marked “self-reported” here are not checked by FSOtools.
  • How is the work scoped and priced? The directory never shows prices.
  • What will we keep if the engagement ends: written procedures, training records, self-inspection results?
