Verify the visitor, confirm the access, and use the right credential-handling procedure.

A new credential; a familiar verification step

Beginning October 1, 2026, DCSA Industrial Security Representatives, Information Systems Security Professionals, and Counterintelligence Specialists began a phased transition from the standard DoD CAC to a new DCSA credential without a badge. During the transition, visually inspect a valid CAC or DCSA credential for the visitor’s photo and name.

Identity and classified access are separate checksThe credential establishes identity. For an official visit involving classified access, confirm authorization through a DISS one-time lookup or a formal Visit Authorization Request. A credential alone does not authorize classified access.

At the front desk and with the FSO

Verify and coordinate

  • Visually inspect the photo and name on the CAC or credential.
  • Verify classified access through the DISS lookup or visit-authorization process.
  • Coordinate program briefings such as SAP or ACCM. DCSA ensures its special-access briefings, such as NATO or CNWDI, are complete and reflected in DISS.
  • Follow DISS account-management procedures and promptly remove transient visit data.

Handle the credential and record correctly

  • Do not confiscate, retain, swipe, or photocopy the CAC or credential in exchange for a local visitor badge.
  • Do not establish an owning or servicing relationship with DCSA personnel records in DISS.
  • Do not store DCSA personnel PII in internal databases or spreadsheets, or share it with third parties.
  • Do not require DCSA personnel to sign supplemental access briefings, NDAs, or facility liability waivers to perform official oversight.

These instructions apply to DCSA personnel performing official oversight. The normal employee and contractor requirements for SF 312, need-to-know, briefings, and separate program approvals continue to apply in their own scope. A required program briefing and supplemental local paperwork are different things.
